Can't configure any pages in Sharepoint Services

We have SBS 2003. Sharepoint services installed. Try to access "Change Home
Page Layout", "Manage Company's INternal Website", etc... and Receive the
error:

Server Error in '/' Application.

The resource cannot be found.
Description: HTTP 404. The resource you are looking for (or one of its
dependencies) could have been removed, had its name changed, or is
temporarily unavailable. Please review the following URL and make sure that
it is spelled correctly.

Requested Url: /_layouts/1033/settings.aspx

Why is this happening? It seems like there are supposed to be some sort of
wizard to enable modifications of the homepage. Moreover, the
"http:\\companyweb" page has basically no functionality. Only:

My Company's Internal Web Site (which links to the same page)

Network Configuration Wizard

Remote Web Workplace


Please help. I am totally confused.

I am having the ssame problem. Did you receive any answer?

No one responded. However, I did finally fix the problem. I believe I had to
remove some dns forwarders. I read the error logs and it showed me exactly
what to do.
